Specifies that oil and gas operators are not required to consult with the Department of Natural Resources wildlife division to determine if wildlife mitigation requirements are reasonably practicable; instead, it requires the Colorado Oil & Gas Conservation Commission to make determination, including technical and economic feasibility under the term "reasonably practicable".
