Limit Oil & Gas Permit Wildlife Mitigation

Specifies that oil and gas operators are not required to consult with the Department of Natural Resources’ wildlife division to determine if wildlife mitigation requirements are reasonably practicable; instead, it requires the Colorado Oil & Gas Conservation Commission to make determination, including technical and economic feasibility under the term "reasonably practicable".
