Background

Disparity in compensation for solar use sprouts bills
Both Joe Beach and Paul Hutton have solar panels on their homes as a way to cut their power bills and go easy on the environment.  But when their systems generate excess power and send it back to the energy grid, they receive significantly different deals. Beach gets compensated at the retail rate for his power. Hutton gets only the wholesale rate, which is about half of what Beach gets.  The reason?
