Sprawl and Transportation Committee

In attendance: Eric Stonebraker, Laura Scrimgeour, Alan Streater, Wayne Schnell, Betsy Hand, Bill Roettker. Kurt Norback of Boulder Bicycle Commuters and Louise Grauer of Boulder Planning Dept. also attended.

Transit Village

The majority of our meeting was devoted to a discussion of the Transit Village Area Plan (TVAP). Louise Grauer, co-project manager from City staff, was kind enough to attend and provide information and answer questions. Louise encouraged everyone to fill out the survey in the newspaper flyer or on-line at bouldertransitvillage.net. She reviewed the process used to develop the current trends and 3 options currently on the table. The city has held a number of public meetings since Sept. 19. Upcoming meetings to discuss and decide:

October 19: Planning Board
October 23: TAB
October 30: City Council

November 28: Joint meeting of all three boards for final approval.

Louise reviewed the major components of the three options and the transportation elements and answered questions from committee members. The bulk of the committee's discussion is reflected in the draft comments that will be sent separately. In general, we agreed that the TVAP supports the principles of development that S&T developed. Opinions differed on the concept of a shared ped/bike/transit/auto street, but if designed properly it might work. We agreed that putting transportation elements in early would be critical to success of the area. We were encouraged that the initial public feedback rated "pedestrian/bike-friendly transportation options" as the top priority for the TVAP.

In order to submit our comments to the Planning Board before it's 10/19 meeting, Bill will send out draft comments ASAP. Committee members are requested to provide feedback by 9PM Monday 10/16. S&T comments will be emailed to ExCom for their approval, and approved comments will be sent to Planning Board, TAB, and Council on Wednesday 10/18.

Committee calendar

We discussed the possibility of establishing a calendar of upcoming events and near-term (3-6 months) issues that we would focus on. We also agreed it would be beneficial to establish a telephone list of core committee members for easy communication.

Bill R. will generate a statement of support for participation on an Ecopass committee.

Bill R. will email to the S&T committee a list of upcoming opportunities for volunteering for SC-endorsed political events.

Betsy will report back to the FLO committee on SC support for FLO activities.
