Sprawl and Transportation CommitteeMinutesCommittee Meeting - Jun 9th 2005Action items are formatted like this.
Action item review " End of Oil" event on June 7th did not materialize. Announcement for Northwest Corridor EIS meetings last month was sent via IPG announce list, but postcard mailings did not occur because of short timeframe.Letters to Boulder city council and County commissioners regarding Northwest Corridor EIS process were approved and mailed. Template for development of future S&T committee position statements was distributed via S&T listserv. Meeting with Palmos (28th and Jay) developers: Not available for July S&T meeting. Discussion about whether we should arrange a special meeting with the developer, or would it be beneficial to wait until Boulder's report on retail strategy was developed and released. We decided it would be beneficial to have additional dialogue in the near term to discuss recent changes/improvements to plans, environmental sustainability (savings vs. Boulder shoppers driving to Broomfield or Longmont). Julie will contact developers with a selection of potential special meeting times in the next few months. Results from Regional Transit Committee: RTC (Bill Roettker was SC rep) has wrapped up its work and reported to Boulder County Consortium of Cities. Financial study of RTD investments in county indicated that RTD expenditures are equitable. Transportation consultant studied regional growth patterns and suggested new and upgraded transit service to accommodate future growth, particularly in Weld County. Recommendations include improved frequency on JUMP, routes 96L, 205, 206, GG, DD, and Longmont commuter rail. New routes might include along SH119 east of Longmont to I-25, SH52 (Mineral Road), Erie via Valmont and Isabelle, Interlocken. Staff examined several scenarios for funding ranging from $3M/year to $10M/year. Better dialogue with Weld county governments is especially critical. Boulder Transit Village Area Plan: Louise Grauer and Randall Rutsch from City of Boulder presented information regarding BTV area planning process. Beginning Phase 2 of process, which will include community visioning in June/July, follow-up in August, joint Planning Board/City Council meeting August 25. Near-term plans for site include RTD transit station with federal funding to RTD, improved local bus service into BTV site. Rail and bus rapid transit (BRT) service to start in 2014-16. Connections to other activity centers (university, downtown) might include enhanced HOP or new service such as Breeze. S&T committee should prepare for community visioning meetings in July - what would we like to see in this area in an ideal world? Potential for brainstorming session with S&T and city staff/consultants. RTD North Sector Service Plan: RTD occasionally hires consultants to review RTD service/routes over large sections of the region. Recently completed North Sector plan looking at service north of I-70. Consulants recommended some service consolidations, eliminating some routes (201 and 210 in Boulder), simplifying service along US36. These are only consultant recommendations; ultimately RTD will decide which to implement through normal "service adjustment" process, probably beginning with January 2006 service adjustment. Other actions: Request Alan Streater to summarize meeting with Will Toor
